SCO Summit : PM Modi said – Terrorist ideologies will get a boost.
India has now made its stand clear regarding the change of power in Afghanistan. In the beginning of his speech, PM Modi thanked President Rahmon and said that thanks for organizing this special meeting between SCO and CSTO on the situation in Afghanistan. He said for Afghanistan that this is not an inclusive government. It also threatens terror and drug trafficking. The recent developments in Afghanistan will have the greatest impact on neighboring countries like us and, therefore, regional focus and regional cooperation on this issue is very essential.
PM Modi said that in this context we have to focus on four subjects.
The first issue is that the transition to power in Afghanistan is not inclusive, and has happened without dialogue. This raises questions about the acceptability of the new system. Representation of all sections of Afghan society, including women and minorities, is also important. Therefore, it is imperative that the global community decides on the recognition of the new system in a deliberate and collective manner.
India supports the central role of the United Nations on this issue.
The second issue is that, if instability and fundamentalism persist in Afghanistan, it will encourage terrorist and extremist ideologies all over the world. Other extremist groups may also be encouraged to seek power through violence. We all countries have been victims of terrorism in the past also. Together we should ensure that the soil of Afghanistan is not used to spread terrorism in any country.
SCO Summit : PM Modi said that-
SCO member countries should develop strict and common standards on this subject. Going forward, these norms can also become an example for global counter-terror cooperation. These norms should be based on the principle of zero tolerance towards terrorism. These should have a code of conduct to prevent activities like cross-border terrorism and terror funding and should also have a mechanism for their enforcement.
On the third topic related to the developments in Afghanistan, PM Modi said that
This could lead to an uncontrolled flow of drugs, illegal arms and human trafficking. A large amount of advanced weapons remain in Afghanistan. Due to these, there will be a risk of instability in the entire region. SCO’s RATS mechanism can play a positive role in monitoring these flows and enhancing information sharing. From this month, India is chairing the council of this institution. We have developed proposals for practical cooperation on this topic. The fourth topic concerns the serious humanitarian crisis in Afghanistan.
SCO Summit : India has been a trusted partner of Afghanistan for many years.
The economic compulsion of the Afghan people is increasing due to the interruption of financial and trade flows. At the same time, the challenge of COVID is also a cause of torture for them. India has been Afghanistan’s trusted partner for many years for development and humanitarian assistance. In every area from infrastructure to education, health and capacity building, and in every part of Afghanistan, we have made our contribution.
India will have full cooperation in every regional or global initiative to help the Afghan society.
PM Modi said that even today we are keen to deliver food items, medicines etc. to our Afghan friends. We must all work together to ensure that humanitarian aid reaches Afghanistan in an uninterrupted manner. The Afghan and Indian people have had a special relationship for centuries. India will have full cooperation in every regional or global initiative to help the Afghan society.
